Demonic Transformation: He's capable of transforming at night into a living skeleton surrounded by hellfire. He can also summon a supernatural horse he has named Shadow. He can however summon this horse at anytime but at night it transforms with him.

Hellfire Manipulation: He's capable of summoning hellfire that can either burn like a normal fire or burn on the soul level causing physical pain but leaving no burns
Mystical lasso: Unlike Johnny Blaze, Carter uses a lasso he can easily manipulate and seems to have no measurable length
Pennance Stare: By staring into the eyes of someone who has harmed the innocents he can make them feel all the pain they caused at once and essentially burns their soul killing them
Mystical six-shooters: The only thing that seems to link him to other Phantom Riders. He can summon two six shooters with unlimited ammo. The bullets can go intangible allowing them to pass through a human shield and into the target.
Mutant ability: Musical Familiarity:
Not that interesting compared to other mutant powers. But he can see any instrument at all and know exactly how to play it perfectly. Since he's never encountered an alien instrument he doesn't know if it works on those too.

Marksmanship: He's a trained and very talented marksman with six-shooters and rifles.

Appearance:
Normal: When going around as Carter he doesn't really stand out too much. He has a thin goatee with spikey black hair. His skin is lightly tanned, primarily due to his heritage. He usually wears jeans, cowboy boots, a cowboy hat and a T-shirt. If it's cold he will wear a long black duster. When putting on a show he dressed up in more 'stereotypical' western wear.
PR: Phantom Rider looks like your typical cowboy...from hell. He wears a tattered black stetson cowboy hat, a beat up black duster, a tattered button up shirt with tattered jeans and cowboy boots. He has a lasso on his hip and a gun belt around his waist holding shiny black six-shooters. He also looks like a living skeleton who is surrounded by fire. But other then all that, perfectly normal.

PERSONALITY:
Carter is a happy, fun loving kind of guy. He's almost always smiling and having a good time. Well, when he's Carter and not Phantom Rider of course. He's a huge flirt and loves showing off. Any chance to impress people he's down for. But he also training a lot for his shows. He loves music, which makes sense with his powers. But he's also a huge partier. Really any chance to have fun and meet people. Although one issue is he has no filter at all. If he's thinking something he just says it. Which can lead to fights or people being offended. But most times he's friendly enough that they let it slide. He has a strong sense of justice, for him there is no line despite the fact he walks it every night. You're either good or bad. Although most would call Phantom Rider a villain since he rarely leaves people to be arrested. He just tries to ignore that fact, made easier by the fact he can't remember most of it.

HISTORY:
Jaime and William met through Jaime's father Carter. But Jaime was already going towards evil when she was pregnant with Carter. Her maternal instincts were strong but knew that with the path she was taking the child, Carter, couldn't follow. So she delivered him to the Rangers and William before disappearing again. The entire Rangers team helped raise the child. He was taught to ride a horse and fire a gun just like all of them as well as other skills. And Carter had a pretty normal life. When he was 14 he discovered his ancestor, Carter Slade's spirit was inside him just like he'd been in his grandfather.
Carter already knew he'd end up become the Phantom Rider but he wanted more. He wanted to be like Ghost Rider. And Mephisto eagerly saw the chance and took the opportunity. Carter signed the contract but his ancestor wanted to protect him and crossed over to go with Mephisto. The young Carter was now a Ghost Rider while his ancestor was in the hands of Mephisto. Since the contract asked for Carter Slade's soul is stood up. Carter first transformed but took the name Phantom Rider instead of Ghost Rider. He eventually went into competitions for marksmanship and trick shooting and won several of them.
He then began to travel all over the country doing shows and entering competitions. He soon discovered his mutant ability when he jokingly picked up a guitar and began to play it perfectly. After a couple tests it was discovered that he was a mutant and began to work on his gift in his free time. He was invited to join the Rangers but opted against it, wanting to go solo and find Mephisto to free Carter's spirit and possibly help him finally move on to the after life. Recently he's arrived in New York for several shows and now Phantom Rider prowls the streets.

POST RP EXAMPLE:
A man was down in the fetal position being beaten by two men. They had guns out but were just pistol whipping him, laughing as they did it. However Phantom Rider was now in the area, but apparently they hadn't heard. One man raised his hand for another shot and a lasso wrapped around his wrist. He screamed as he was pulled down the alley and around a corner. He began to scream as the sounds of fighting could be heard. He flew past the corner but a lasso around his ankle showed he wasn't free as he was dragged back. The man clawed in vain at the pavement as he was pulled back. There was silence and then his piercing scream. His partner raised his gun to the corner as light began to grow by it. Around a corner stepped Phantom Rider, leaving flaming foot prints with every step. The man opened fire and the bullets passed right through him. The benefit to being a skeleton. He began to laugh before pulling one of his guns and shooting the man in the thigh. Phantom Rider nodded his head and the beaten man got up and ran. PR picked the shot man up and held him by his collar.
"Look into my eyes!"
The man began to struggle and soon screamed before falling down dead. Phantom Rider whistled and a black flaming skeletal horse appeared beside him. He climbed on and began to head back out of the alley.
