Powers:
Molecular/Electricity Manipulation: Possesses the ability to generate and discharge electricity through conductive media (i.e. he cannot discharge it through air or concrete) at sufficiently high amounts to kill grown men or short out a building's electrical systems. The power is more than simple electric shocks, he can alter matter on the quantum level (disturbing matter in a way that can produce electricity). He has shown using the ability to transform integral particles on the quantum level.
Abilities:
Peak Athlete: Tóng's powers are especially useful because of his amazing agility, speed, endurance, dexterity, and natural strength.
Expert Hand-to-Hand Combatant: He is obviously extremely skilled in martial arts and is an accomplished acrobat, easily able to do backflips and mid-air cartwheels with little effort terms of physical strain. Tóng's natural abilities are so impressive that even without his powers Tóng is easily able to take on heroes like Batman.
Canon?: Original, mostly. The Appearance, weapon, abilities, powers, and one nickname are taken from a character named HEI from the series DARKER THAN BLACK. The personality and history are completely original.

PERSONALITY:
Tóng Áonǔ (when not assuming his reponsibilities as an assassin) seems to be a rather meek, yet kind and generally likeable. As Diàn or Hēi however, he can be exceptionally ruthless, cold, indifferent, but professional. Even those in his unit have trouble figuring out which one is the real Tóng Áonǔ.
In reality neither of these personalities are true. He is actually a depressed individual who wants nothing more than to stop all the fighting and death. No matter what persona he adopts however, he is always loyal to the People's Republic of China and their ideals. Despite fearing to die while fighting for them, he will follow their orders unquestionably.

HISTORY:
Tóng Áonǔ, chinese citizen. Born on February 5th, 1989 the end of the Year of the Earth Dragon. The only child of Tóng Fumin and Tóng Chinchun. Born and raised in Beijing, where he grew up to become a productive member of society. Deceased. Cause of Death: Died in a explosion while flying to Europe in a China Airline plane, caused by an electrical failure that ignited the plane's fuel. An enviable dossier among the chinese people to be sure, although with a tragic end. However, only part of the tale was true.
Yes, the plane did experience a total electronic failure, and at the time it was believed to be an electromagnetic pulse. The plane itself was set down safefully and manually with the steady hand of its captain. There they waited for help to arrive, which it did, in the form of the PLA. They asked questions and the captain presented his theory of it being an EMP, but that notion was quickly discarded after a child was spotted playing a perfectly fine hand-held video game.
An investigation was launched, everyone there was questioned. The plane's "black box" was looked over, and it was reasoned that there was some kind of foreign device activated by one of the passangers, which in turn caused the electrical failure. They figured it to be some sort of terrorist attack and started going through everyone's baggage, even searching the surrounding area and performing body searches, to find the device. No such thing was found.
It had been many hours now and the people there were starting to get restless. They had yet to finish their investigation, currently they were suspicious of someone with powers/abilities took the plane down. So they started going through everyone's medical records for anomalies and it took them a while but eventually they narrowed their suspect list down to Tóng Áonǔ and less than a dozen other people. These people were immediately put to the test. It was here that they discovered some ten or so normal people and one extroidinary boy.
So now they had a mutant boy on their hands, and they were completely unsure of what to do with him. They could just hand him back to his family, but that could've caused troubles later on. Not only that but the people here would've known about his powers, which could also be troublesome. They considered killing him, but again that could have consequences. It was at this point that a general or someone with rather high standing in China made a request. Kill everyone there, take the boy for themself. And that's what happened, of course the boy was taken away first and was convinced that everyone got home safely. Meanwhile the world thought that the plane erupted into a ball of flame somewhere in the air, and that there were no survivors.
Tóng Áonǔ was brought to a government facility, where he underwent much more extensive tests. It was determined after one of these tests that the plane had electrical failures because he was anxious of flying and activated his powers by accident. They thought his powers to be over electricity for a while. The scientists there were planning of doing more tests but whoever made the request to bring him in, called once more. It was after that call that it was decided that the boy would be trained and then used for the glory of China.
The "training" they gave the now 18 year old boy was simple at first, just a bit of help on how to use his powers effectively. The year after that he went into Special Forces training. He became a strong young man, and he was told that he was the property of China, a man with no other purpose to serve his country. Tóng Áonǔ took this role gratefully, believing it to be the highest of honors. Not long after that he was recruited into the People's Liberation Army Special Operations Forces. With his recruitment came the authorization of a new "special reconnaissance" unit.
The Foreign Military Regions Special Force Unit, nicknamed Black Horse after the operative which the whole unit was based around. Tóng Áonǔ was the centerpiece of the whole unit, which was designed to take the mutant to a new locations and drop him so he could act out his orders, which were usually assassinations. He was by no means the leader of the unit but it was their job to support him, and with their help he went on to kill dozens (which later became hundreds).
Fast forward to today and you can see that Diàn/Hēi is still doing his job. However, his most recent assassinations have him targeting superheroes, which would be his first time ever doing such a thing. Won't that be fun?

POST RP EXAMPLE:
((A fight in the universe of Kingdom Hearts, between Sephiroth and a man named Escher with the ability to absorb genes. The below is just one part of the fight))
Escher laid his sword back onto his shoulder and watched the black feather lazily fall to the ground; Escher had an idea of what was coming next. As soon as the end of the feather touched the ground, Escher felt a presence behind him. He spun around and locked eyes with Sephiroth once more. "The light just blinds you. Give in to your hearts darkness entirely." "What are talking about!? Stop talking in riddles!" growled Escher as he brought his sword down on Sephiroth, but he had already vanished.
Now Escher caught something out of the corner of his eye and heard a sudden, terrible thunder; he turned just in time to see several black bolts streak through the sky at lightning speed. Escher's eyes widened, there was just a moment to react. There was no time for spells or anything fancy, Escher forced his legs to move. He threw himself forward and onto to the ground in a roll. The bolts of the Dark Thundaga spell hit the ground all at once in a spectacular explosion of dirt, ice (from the frozen heartless) rock, and concrete; if anyone hadn't been yet been awakened by tonight's events, they surely were now.
A cloud of dust hung around the area as bits of debris scattered in every direction. Escher was suddenly ejected from the cloud, soaring through the air by the force of the explosion. He slammed into the ground, glancing off it before smacking into the ground again and skidding to a stop. Escher propped his sword up, he wrapped his hands around the pommel and pulled himself up. He was covered in dirt, bruises, and scrapes; on his left arm was a burn mark where he had supposedly been hit by one of the bolts. Escher breathed heavily, it was easy to forget to breath when you go through something intense like that.
Escher didn't know it but the Magic Resistance ability that he gained from the Slug Genes prevented him from being poisoned or silenced by the Dark Thundaga. His Human Warrior Genes were now kicking in and slowly the pain from his wounds began to die away, but not necessarily healing. He still gritted his teeth and grunted a bit, it still hurt like hell and the whole thing had taken him by surprise. Escher coughed to try and get the dust out of his lungs. The worse part was that Escher had lost sight of Sephiroth. Escher steeled himself and raised his sword for whatever attack might come next. He began to switch out his Fish Genes for Tiger Genes.
Escher could feel the change in the air as Sephiroth's aura and wing manifested once again, it seemed that the black-winged man was on the other side of the dust cloud. Escher tightened his grip on his longsword as he began to see vague figures moving about, obscured by the cloud. Suddenly, the cloud was torn in two before dissipating as Sephiroth and several heartless charged through it and towards Escher. They were charging but not with their feet, their wings allowed them to glide over the ground at high speeds. The heartless surrounded Escher as Sephiroth himself went in for the first blow.
A glint of metal, a swift motion of the arm, and Masmume was coming down on Escher. "Shall I force your innermost darkness out?" Escher jumped back and brought up his sword, the two swords clashed and Masamune slid off as Escher moved backwards. "What does he mean by darkness; evil, hate, anger?" thought Escher. The Heartless were drawing ever closer to him and he'd be closed-in in a moment.
"Dragon Gate: Maximum!" shouted Escher as a pale red light aura burst around him, increasing his strength ten-fold. He crouched and then used his newfound strength to jump high into the air; one Heartless saw the movement and quickly flew into the air to chase Escher, the Heartless was soon followed (one by one) by his Heartless brethren and after them was Sephiroth himself.
It may have seemed like an odd move to some, to go into the air where flying enemies would have an advantage, but in reality Escher had improved his chances. Before he was surrounded and could have been attacked from any angle and from all sides. Escher had now gotten his foes to come at him one at a time, the Heartless (with Sephiroth behind them) formed a straight line formation (going straight down). Even if they were to scatter now and attempt to surround Escher again, gravity was still on his side and he'd shoot past them and down to the ground, where he could initiate the maneuver all over again. Escher would've smirked at the thought of his own cleverness in this tactic, but this was a fight for his life.
Wind whipped through his clothes and hair as Escher twirled around (now falling headfirst) and fell towards the Heartless. He squinted his eyes and readied himself for the moment they would be upon him. Escher learned that his plan wasn't as fool proof as initially thought. Though the Heartless were in a line formation (which was good) some of them were close together, which could mean engaging two of more of them at the same time (which was dangerous). The hitch was that Escher's speed would always be increasing. This meant that gradually he'd have less and less time to react to whatever the Heartless in-front of him did. He bit his lip as he built up his resolve, he was going to have to move fast through this next part.
Escher brought his sword to his right as he neared the first of the Heartless. The Invisible slashed at him but their swords glanced off each other. Escher sped down to a group of three Heartless. He remembered that he still had the Dragon Gate activated and so used the additional strength to his advantage. He brought back his sword and slashed violently, spooking the Heartless, who scattered in different directions at the sight of the flashing metal. There were six of them left now to pass, seven if you counted Sephiroth.
The next one was flying solo, which was perfect. Escher threw his body weight to one side and thrust his sword out. The Heartless stabbed at Escher but missed. Escher's blade stabbed into the Heartless. the Invisible exploded in a puff of dark energy as the fatal blow was delivered. He absorbed the genes of the Heartless Invisible The dark smoke served to obscure Escher's vision and prevent him from spotting the next group of Heartless until it was too late.
When he could see again he had only enough time to dread as he barreled towards a group of four Heartless. Escher covered his eyes as he fell into the group. He could feel something hit his leg, face, and shoulder; he was unsure wether he had just collided with the Heartless and was feeling the bumps or if they had actually gotten a hit on him. Escher wasn't feeling any pain so he continued, his resolve still strong. Unbeknownst to him, blood streaked from a scratch on his face and a wound on his leg and shoulder. His adrenaline prevented him from noticing the pain.
The last of the Heartless was in front of him, Escher had picked up a great deal of speed during his fall and the Heartless stared at him with a dumb, scared look on its face. This would be another easy one, Escher raised his sword and was ready to bring it down on him when he was close enough. That was when Escher felt it, something was wrong. Then he saw the black feathered wing and then an odd protrusion on the Heartless' chest. In that moment, Escher regretted a lot of things.
Three things happened at once. Masamune punched through the chest of the Heartless, and the blade was now set upon Escher. Masamune seemed to move slowly and to Escher's surprise, everything seemed to be moving in slow motion. He remembered something a fellow assassin had told him, "Sometimes, when I'm fighting someone and I'm fighting for my life - I'm not sure know how to explain it - everything seems to slow down and I can see our swords move and where they're going to be. I don't know if it's just adrenaline or something but lemme tell ya, when you experience it..."
Escher flexed his sword arm and visualized it coming down to block Masamune with his longsword. There was no way it could reach that position in time, even if he twisted the sword around. Escher's eyes darted around, there had to be another way. His left arm twitched and his eyes shifted over to it. On his left hand was a metal gauntlet and it was possible to get it over in time to block the oncoming attack, but Escher and Sephiroth were both moving fast and it was obvious that black-winged man's blade was no ordinary thing. It wasn't hard to imagine Masamune slicing through it and going through his hand, but anything was better than being ran through the chest.
Escher moved his left arm has fast as he could. In the time slowing moment that he was in, it seemed to move quite slow. He nearly gritted his teeth and steeled himself for the blow, when he realized something. The Tiger Genes he had loaded earlier had now finished, six new abilities were now open to Escher. He heard a voice crying something but in reality it was himself, casting a spell on near instinct. What was needed to be done was now completed and almost instantly Escher left the moment (which seemed to drag on for much longer than it actually did).
Masamune connected with the gauntlet and it seemed as if it would tear through the metal, but it was suddenly stopped. "Diamond Density Mode!" A strong yet very thin (nearly invisible) magic barrier formed around Escher's body. The blade was held back by the barrier and there was a spectacular collision of physical and magic. Masamune grated against the barrier, producing a stream bright sparks that jumped out from the slit in the gauntlet. Masamune had broken through the metal and the only thing between the tip of the blade and Escher was the barrier, which the sword was slowly breaking through.
Escher looked on with a grave look on his face, it seemed he would need more magic power if he wanted to repel the black-winged man's sword. There was no time to switch genes, but he didn't need to. Earlier the newly loaded Tiger Genes had granted him Diamond Density Mode, well that wasn't the only new ability. "Tortoise Gate: MAXIMUM" A green magic aura erupted around Escher in response and rushed into the gauntlet where it began to push back on Masamune. Green magic fire (that didn't burn) burst out from the gauntlet and began to pour out in all directions. It seemed as though Masamune was being repulsed but for a moment. Escher started to switch out his Slug Genes for the Heartless Invisible Genes, and with it the ability to fly.
A true struggle between Physical and Magic.
