The girl was quick, dropping before Tóng could grab her, and even delivering a counterattack on the way down. Her attack had knocked him down from standing and to kneeling on the floor. Now Tóng was beginning to regret his past actions. He should've been gunning for her life right from the start, and treat her like any other target. First, he didn't attack and instead stayed on the offense. Second, he approached her slowly and got shot because of it (and it was all for a plan that was rather half-hearted and didn't work). Third, if he had really wanted to take her down, he should've either thrown the knife right at her or tackled her in the dark. He didn't want to hurt her -that was obvious,- but he still wanted her.
She would've been easy at this point, now straight across and close to Tóng. The girl was laying on her back, pointing her two pistols at the assassin, ready to deliver the final blow. He was close enough that he could reach out and grab her. Hell, she was even laying on the wire he had thrown earlier. But, Tóng couldn't bring himself to do it, even at this point. There weren't even any orders to take this girl. Why was he trying so hard to get her? He even found himself trying to read her every gesture, every smirk and smile, as if trying to figure out her personality. What was the point of that?
Tóng had disobeyed an order from the PLA, "get in and out as quickly as possible." He counted three strikes or mistakes against this girl, and it was obvious that with the next one he'd die. He could shock her now, but it would likely cause her muscles to contract and fire the guns she held in her hands, her aim would've been thrown off as well but it was still pretty likely that she'd hit him. Tóng could throw himself on her and try to immobilize her, perhaps scaring her with his aggressiveness, but it was obvious that wasn't going to work either especially since his plan to scare her failed.
There was only one rational option and that was to surrender, but he couldn't hope for very good results after threatening to kill her. Worse yet, he carried with him sensitive documents that could be recovered from his corpse, putting all of China in great danger. There was only one thing left to do. Tóng's powers were over matter able to change it on the particle level; electricity was just one of the many effects that could be generated from this. The planned change would be in his mask, in fact it was already happening now. He couldn't do something as silly as turn it to metal or something like that, that could take days or months. But he did have one option available to him.
Tóng reached up slowly, as to not startle the girl. He took hold of his mask and took it off, revealing his face to her. He stared directly into her eyes; there was no emotion on his face. It was an attempt to garner some kind of response from her, other than a gunshot. Meanwhile, his mask was undergoing a change, but the only one who could tell was the one who started it. The atoms on the mask were now 0.000000000000001% or 1 x 10-15 or one quadrillionth different from normal. In a few minutes, even if he was to die, it would be one billionth different. That was all it needed for an atom to suddenly and instantaneously explode. It would get rid of all evidence. To be double sure, he also initiated this on himself, all of the documents, and even his weapons.
He would be able to stop it immediately if need be, but if he died it would continue. There were no signs that he had used his power, but his stomach did feel rather empty from the use of his abilities. He was willing to do it, to protect his country and organization.
